Not a drowned ruin. A working, thriving, improvised city built above the water—until a disaster proves the old world is still leaking into the new one.
Storm turns a song into a civic thought experiment. Floating infrastructure, autonomous probes, contaminated water, maritime neighborhoods, and inherited conflict become more than production design: they become pressure on the characters’ choices.
